The *only* way for me to make mini movies is to use ImageReady. Everything else takes too long... I am not sure if ImageReady is actually *part* of Photoshop, but it definitely belongs together somehow. You can switch from Photoshop to ImageReady (and back!) using the lowest button on the tools palette.
It lets you create animations from layers, so you only have to put your movie into the photoshop document, each frame on a separate layer. (I made a batch action for that)
When you are in ImageReady, you just tell it to "create frames from layers". Afterwards, the layers are still there and can be manipulated. And you can add each layer to be displayed in any frame you want.
So you put another layer on top of the rest, with the border in. Then select all animation frames, and make that layer visible in all of them. That's it.
What I haven't figured out is how to make scrolling text without duplicating it on each layer. That would be really nifty.
